1990 EJ22 valve stems

I'm rebuilding a 1990 EJ22 to plunk back into my 1984 Vanagon.  I've never done this before and am stuck on the valve stems that came in the EJ22 rebuild kit I ordered off an eBay company that has since failed.  There are 8 blue and 8 brown valve stems; however - unless I'm mistaken about where they really go - I only have 4 of 8 exhaust valve ports available because four of them are stuffed with cylindrical dowel pins (two exhaust ports on each head).

 

Or am I simply mistaken and do the valve stems not go into the cylinder heads below the rocker arms?

 

If a picture will help, I'll post it tomorrow as I'm tired, cold, and managed to come inside to find a beer needed my company.  Cheers!

You are referring to 'valve stem seals'. The seals are typically sold in packs of 8 ( 8 intake & 8 exhaust . You noticed that the 'exhaust valve stem seals' are larger than the intake. I have to ask if the heads are off of the case and what type of work did you do to the valves/valve seats?<br /><br />Images will help explain your situation.<br /><br />You need a manual and a lot of patience.

Heads are off and all the machine shop work completed on them.  Valve stem seal locations (?) with the cylindrical dowel pins are in red in the picture, the remaining "open" locations are in blue.  I have the Chilton's manual but it doesn't say anything helpful nor show illustrations of the valve stem seal installation.

The machine shop installed valve stem seals when they assembled the head. Using a flashlight, look through the springs and you will see the seals. You have extra--leftover seals.

Of course.  Valve stem seals would go around the valve stems - duh.  I told y'all I was new at this but I'm still sorry for the red herring.  Thanks for the help.
