1997 Impreza horn rewire

The horn on my 97 Impreza sedan is driving me crazy. I don't know my head from my wrench with electrical. Hoping for guidance because I am going to (gasp) pay someone to finally fix it. Bought the car and the horn didn't work. The horn has blown twice and when I take it in, they don't see a short but a dead horn. The horn also dies when it is wet out...but always comes back to life when I take it somewhere. I just want an easy fix and am thinking of rewiring everything on that circuit. Is it crazy or is there a better idea?

Unplug the horn and clean up the connector.

Spray some PB or WD into the horn and ride around on the interstate and wail on it a couple times. Or just replace the horn. It's one bolt.

I have already replaced the horn twice. Connector's been sprayed. Any other thoughts?

Possibly a bad clockspring behind the steering wheel. Push the horn button while you turn the wheel back and forth. If it cuts in/out, clockspring is bad.
