Dash lights and running lights not working

I am the proud owner of an 01 outback and its my first Subaru. My dash lights are not working along with my running lights (tail lights) I have checked all the fuses and bulbs and there all good. What next plz help

Does it have an aftermarket radio?

 

If so, they took away the ground.  That would be my bet.

yes they installed an aftermarket radio, if I pull the radio out will I be able to tell? I guess if they did not get the wire harness and just tapped wires together I can get the harness and do it correctly

Had similar problem in my 2010 Forester. Instrument cluster lights worked but no other dashboard or radio lights worked. It turned out that mice chewed up the main rear electrical harness and nested in there under and in the back of the arm rest/storage compartment between the two front seats. The dealer found it. It cost about $1,000 to fix.

You will need the wiring diagram for your car.  Find the ground wire and make sure it's going to ground.  If they just cut the harness and were checking for voltage, guess what's sitting on the open ground looking for a ground, yep battery voltage.
