Proper EGR valve functioning - P0400 troubleshooting

Hey Guys,

 

I got my 97 Legacy Outback MT with a 2.5 DOHC throwing a P0400.

 

I've 

- checked and cleaned the egr tube going to the BPT.

- checked all the vacuum lines and replaced them

- replaced the BPT

- checked the EGR solenoid - applying 12v it clicks

- cleaned the EGR valve itself, verified it can open and close.

- cleaned the little filter to the MAP sensor.

 

So I can see the valve opening and closing when the engine is running.  Here is a video:

 

I'm out of ideas.....what else should I check?  I was thinking replace the EGR solenoid next?

You removed the valve and cleaned it? Did you clean the pipe and the port in the manifold?

 

If you use a screwdriver to open the valve (carefully to avoid damaging the diaphragm) when the engine is idling, does the engine stall?

 

Was the replacement BPT new or used? Aftermarket or Subaru OE?
