I used felpro 8818 head gaskets on my ea81 because i was told Felpro HGs did not need to be re-torqued, but now I see they have a line called permatorque which I do not think these are a part of, so do I need to retorque?

No, you don't. I always torque mine 5-10 ft/lbs over and I've never had an issue.
