brat sluggish stalls out at higher rpms.

Okay finally got my 84 brat to run after 3 fuel pumps and 3 filter changes. The brat sit for 3 years while i waited for the painter to do his magic so yes ive dealt with all the bad gas issues. AS long as im driving 45-60 easy no problems. If i try to push it or get it to downshift which it doesn't seem like it wants to do it acts like it is starving for fuel. then it will start chugging until it cuts off. crank it back up  and away we go as long as i dont push it. It also seem that the auto will not downshift when i want to go into passing gear. Anyone had similar issues
