cluster problem.99 outback

i posted before that i had.a 98,found title it is a 99,but still can not get it to work.seems like plug -in is different.?the new cluster and old one are the same.? seems like i lost a piece ?any help

the bad cluster and new one.seem to work for 97, the 99 cluster is different front and back.the title says and vin shows 99 .how did the old cluster work if the car is a 99 ? i am all confused?

remind be of your problem,

and what you have tried up to now.

 

99 is a one one year speedo.

and it has a known failure issue.

usually corrected with an improved ground wire on the circuit board.

i do not know about the rest of the instrument panel.

checked all fuses.relays.what i did notice when taking out old one a small strip of then like aluminm foil.the strange thing is the back of cluster where it gets pluged into.the plug makes no contact with metal.like it just sets in there.so maybe a ground wire put on?and where should i attach it to on cluster

figured.it out.ground problem .which little screw would be a ground .thinking one of the 4 than can loosen up?
