Parking Brake Binding

'83 D/R Wagon:

 

Today I discovered the parking brake won't release the right side caliper. I'm thinking something just needs to be lubed, or maybe a spring has collapsed or broken. I've managed to get the brake on that side released so I can drive the car, but if I were to engage the parking brake, it won't release on the right side again. The brakes work fine otherwise.

 

I've looked in the FSM (page 10-4,caliper exploded view), but the diagram isn't that clear or specific for me to be sure.

 

Can this be a simple, "on-car-in-the-garage" repair, or is the whole caliper toast?
