86 Carbed EA82 Cuts out while driving up hill

My 86gl has started cutting out while driving up hill. 

Surges, slows down lots, and struggles even in second to go up hills that aren't even super steep. 

 

Is my pump failing? or is it some kind of float issue? 

most likely the fuel pump.  I would try a new fuel filter first, then try a new pump.

Bang on. Thank god I didnt take the carb apart. Po had a new fuel filter in the back so I didnt even have to pay for it!
