Have a 1996 legacy outback with just under 360,000 miles, brake lights do not work have power at SBF 3 fuse but no power at fuse 12.. I have check wires and grounds can not seem to find anything wrong. Brake light switch is good not sure what to check next.

Is there power at fuses 19, 20 and 21 if all of them are in there?
