carbed EA-81 dead spot on acceleration

This is for a EA81 carbed BRAT

Here is what's going on.

I figured out that the vacuum advance diaphram on the Disty was bad so I replaced that. Car is idleing like a champ.

 

But there is still a dead spot when I accelerate. After about a 1/2 second, it roars to life and shoots forward. It's like there isn't enough gas to burn with the sudden increase in air. I looked at the acceleration pump in the carby and it's got a good stream of gas going into the number 1 barrel.

 

There are two square looking things on the fuel line route. I think they are fuel solenoids or something like that. Only one is buzzing when I key on. I assume that it means it's working.

 

1) what are those things? Are they suppose to buzz?

2) Are they both suppose to work?

3) How do I test the one that isn't working. I tried unplugging the one that buzzes and plugged the other one in and it didn't make a noise. Does that mean it's broken?
