'98 L wagon fog kit

I am installing the Subaru fog lamp kit (H4510AC500), but have run into a load of nonsense on the last page of the instructions:

"Pass long cord assy through the hole (Radiator panel) and route it along the front end."

At what level? The diagram shows the cable lying on top of the bumper beam, but,

"Tie wrap cord to slots on underside of bumper skin near each end of underbumper air intake (2 places)."

So now I'm under the bumper? And there aren't any slots in the bumper skin, except the ones that used to hold the "trim covers" I took out in step 2.

"Tuck cord under bumper skin at bottom of air intake."

Which air intake? I can tuck the cable in at the bottom of either the underbumper or overbumper intake. This doesn't resolve the question.

Does anybody have any recommendations where to run this furshlugginer cable, other than up the butt of whoever wrote these instructions?
