Oil on my spark plugs?

I was working on my parents ‘99 forester and found oil in the spark plug wells. Can anyone tell me how it got there?

 

The gasket (o-ring, grommet) that seals between the head and the valve cover around the spark plug well is leaking. Not uncommon.

So, what's the fix? I just noticed the same on y 2000 GT Legacy. Is a valve cover gasket replacement the fix? If the problem is not uncommon, did they come up with the new and improved for a reliable fix?
