'98 Legacy GT Sedan, driver's/passenger side power lock switch doesn't unlock doors

I have a '98 Legacy GT sedan, and the power locks are only half functional, in that they lock the doors but won't unlock them. The same behavior happens on the driver and passenger side control panel. You can hear a noise when you press the unlock button, but nothing happens. Has anyone seen this before? Is it something anyone can fix, or do I need a professional?

I had a similar problem when my car when into a river (!), the actuators seized up, you can try taking each one out and working their action and maybe lubing them. It's pretty easy to take off the boor, getting the actuators out might be at a tricky angle though. I replaced mine by finding second hand replacements at auto part shops.
