In driver side door of my 99 Legacy, the lock operates with the key fob, but when I insert the key, although the key will move in either direction, the door won't lock.

Do you have any diagnosis please?

I would seem that the mechanical tie between the key lock and the door latch has come loose or broken. You will have to get in the door panel to see what happened. Hopefully something just slipped out of place.
