Got an '86 GL with the ECS box blinking the code 7-3 with the ignition on, but the engine not running...what does the code mean?

I assume you mean 7 long, then 3 short blinks? that would be 73, which would be Ignition Pulse System ??

 

Hopefully someone else can shed some light on what that means :-)
