Smog Woes

Ok I really need help here. This is the third time I am failing smog.

 

Here is what I have.

82 Brat EA81 engine, Hitachi Carb.

Per P/O carb was rebuilt in 2003. I have a receipt for the work.

 

here are the readings

15 MPH. HC= 225, CO= 4.44, NO= 0316

25 MPH, HC= 194, CO= 3.94, NO= 0372

 

Obviously it's running rich.

 

Is anyone farmiliar with the feed back carb and how it works? Also can anyone tell me how the duty solenoids are suppose to work. You know those little clicking things on the intake manifold

Should I be looking into a carb rebuild?
