vacuum reservoir tank

I have been looking at pictures in the Haynes manual again. They show a tank that is listed as a vacuum reservoir tank. My Soob does not have one. The pic shows it by the passenger side wheel well. Do I need one, and if so, how do I install it? This is a 1987 GL wagon, carbed, no turbo, 5Man D/R 4WD. I have a vacuum leak that can only be heard while accelerating. i have gone through the whole system and have replaced all lines. Now it sounds like it is under the dash, so I will be replacing the lines in there next. Any ideas?
