They put a crossbar between the two tow hooks and the bumper only supports the tounge weight. Now, if you build a custom bumper, the tounge weight could be boosted a bit. Just remember that the bumper is hooked into crumple zones, so putting the fore/aft forces of the trailer purely on the bumper wouldn't be a good thing.
