88 gl wagon with dim head light in both high and low position it does not change.test light shows current at one wire only even in high and low and no current when the other side globe is not connected.

check the fuse. my dim headlight got me arrested. after pulling relays and such i found the right fuse was missing.

 

there is a fuse for each light at the fuse panel, check them first

I also had 1 dim light, and it turned out to be just the fuse.

It might be a bad filament in the bulb itself. I encountered the same situation about 5 months ago. The filament for the low beam had severed and its remains had become entangled with the high beam filament, which basically caused a short circuit. An easy way to check is to try plugging the bulb you suspect is bad, into the other headlight socket and see if it operates normally. If it does operate normally, then check the fuse. If not, you have about a five minute headlight bulb replacement job on you hands.
