I have a 2004 Impreza with 15'' Steel Wheels (195/65R15).

 

I am looking at purchasing a set of 4 205/70R15 that fits a 1998-2002 Forester.

Are these rims/tires compatible with my car???

The rims will fit fine, but the tires might be a different story. It will sit really high with those tires. Your spedometer will be thrown off, and the will most likley rub on sharp turns/parking lot stuff.
