All the OBD II code readers I've looked at will turn off the CEL. I got mine on ebay for under $50 with s/h.

 

Never tried just disconnecting the battery though.

Yes you can clear by unhooking battery, I take both cables off. about thirty min. is enough, some times it will clear by just taking the neg. cable loose but I have had to take both off on some codes.

Go to AutoZone if you have one in your area. You can borrow their OBD II scanner for free and reset codes with it.
