The low beam on my 95 Legacy wagon doesn't seem to be working but the hi beam is fine. I swapped the bulbs already with new ones and old ones that work, but I get the same results. Is there a way to test the connection? This wouldn't be a fuse issue, right?

The fuses supply voltage to both bright and dim lights. The lamps are turned on by a ground being supplied to them thru the combination switch. At least, that's what is shown in diagram I have.

 

If you have daytime runnng lights, then it's a bit different.
