After a recent freeze, the driver side wiper arm is not going back and forth. I checked it and it seems really loose, where passenger side is quite tight. Is there a way to tighten the arm? Is it better to just replace it?

the wiper was most likely froze to the glass and when you turned them on it stripped the spline in the arm, take it off and see whats messed up.

First, remove the rubber plug on the washer arm, and see if the nut is loose, or if it's in the linkage under the cowling.
