P1133 code on a 1999-2000 Impreza?

If you have had the P1133 error code on your newer model Impreza please post the fix. My 99 is seeing 3.8 volts with the O2 sensor wires disconnected. Another member has indicated the same. I have a ECU on the way. I thought this post may save someone the cost of the O2 sensor.
