Well I finally got the '83 GL 4WD Wagon I bought from Mudrat79 through Washington State Emissions on the second try and got it registered in my name here in WA.

 

The first time I went through emissions, the techs flunked me for a bad gas cap and I just exceeded the CO or CO2 limit. I bought an air filter and gas cap at Shucks for around $10 and it passed on the second try. Then I went over to vehicle registration, paid the governor and now she is legal!
