gl will not start

My turn to look for ideas. 88 gl spfi won't start. Pulled codes and got an 11. Pulled distributor and found it full of water???? Car has been parked on a hill during very heavy rain. Pulled disty out of spare engine (was running poor compression) Put it and check timming (yes I did go to correct mark on fw. No go. Doesn't even try. Just in case I changed the coil and scr switch. Lots fire at plugs but no go. Fuel system ok. pressure and plenty fuel at tb. Belts are ok and rotor ok.

Suggestions please.

you could be 180 off. take off teh driver side timing belt cover and rothate the crank until the dot on the cam pulley is at 12:00, then rotate the crank till 0 deg pops up, make sure the disty is pointing a #1 (just to the right of the screw on the cap.
