Stuck needle valve in the carb

This is what I was told. Is there a quick fix or should I look for a rebuild kit? I am open to ideas preferrably as inexpensive as possible since the car isn't for me.

It may be more like the float is stuck. Remove the carb and seperate the top from the body and take a look. I had this happen on an 86 EA82 3-door, it would only idle. The float was twisted a bit and rubbing the side of the float chamber. A good rebuild kit will have the needle and seat, as well as the gaskets needed to take it down and clean it. They're not much of a rebuild kit anymore.

I've also seen small debris clog the needle valve open.

 

Again the thing to do is remove the top part of the carb and clean out or replace the needle valve, and reset the float.
