After sitting undriven for the last few weeks, my 1995 Subaru Legacy refused to move today. It appears the parking brake is stuck. I tried to rock the car back and forth, but that didn't change anything. How do I determine whether the brake cable is the source of the problem vs. the brakes themselves? Will I have to have the car towed to a shop to get this fixed?
