TV static sounding noise between 2000-2500 rpm

Whats up everyone. I have a 2001 Impreza L with 80K miles. I've noticed lately that between 2000-2500 rpm while moving and in gear, I get a strange metallic noise that sort of sounds like static from a tv. It's just loud enough to be noticeable. My car seem perfectly normal. I just had a new clutch and flywheel put in, but it did it before that as well. I thought it was a heat shield or some exhaust pipe, but all that is fine. I wouldn't rule out the tranny, but everything shifts fine, etc. My starter seems to make a similar noise when I started it up. when I start up my car it makes a sound as if I'm holding the key in start and grinding the starter gears, but the noise I hear while driving is much quieter. The sound I hear is similar to that I guess. But then the last thing, it only makes the noise when its in gear, it doesn't happen if I rev it in neutral. Anyone have any ideas? Thanks!

Heat Sheild. this is common on most cars. Just use a hose clamp to fix it.

probably the throwout bearing. did they replace that along with the clutch?
