one of the bolt holes is for the cover bolt.

is there a second hole? i don't think anything else goes there. what engine, year?

On a EJ25 DOHC, one hole bolts the inner cover and one hole bolts the outer cover. Isn't that the case here, too?

quite possibily. but if you look at the second photo. it is on an oval shaped base and has two little dowels on it
