My 1998 Forester is not firing on no 4. When you swap the power connector from 2 - 4, 4 fires but 2 doesn't.

 

Code reader says the Cam Sensor is bad, replaced it and checked the wheel with magnets. The code reader has said that there is low voltage to no. 4 and there have been misfires on 3 and 4.

 

Lots of black smoke and very bad gas mileage.

 

Any ideas.
