can anyone tell me if ActronScanner Plus usable for Japanese cars Including Subaru Forester, Toyota, Honda etc etc. If not which scanner tool do you recommend to be used for the same?

i can't imagine why it wouldn't.  i've bought the cheap ebay scanners and they've always worked in Subaru's.

 

Not sure if Tanzania may have different protocols, etc?  two friends are living in Tanzania now.

We have an Actron scanner that works just fine - not a "plus" model, but that should also work fine.
