Since most coilovers dont have a big spring perch, like oem struts, can one run taller than stock tires with coilovers?

Simple answer yes. Is the for wheeling or street?

Well kinda both. In the winter, and for summer time four wheeling, I want to run something like 215/70/15. And for my summertime work commuting (350 miles 1 way) I would like to have something like 235/45/17.

So with the obs and coil overs I'm not certain that you'll be able to fit that 215/70/15 without a little larger lift. But it depends on what brand you get. And you can fit that size tire or stock OB or Forester struts.
