I have a 1996 Legacy Outback with a mere 293K on it. I am at a loss as to how to adjust the headlights. The rear end sags slightly, confounding the issue. I don't want to stick a lot into this car, as sadly, this will likely be it's last Winter. But don't tell the car I said that.

if its like mine there is 2 adjusters on the back of the headlight housings. on mine they stick out a ways and fit an 8mm socket. one of them does up and down movement and the other one does left to right movement.

If any part of the plastic housing is broken allowing the head light assembly to move up and down, when grabbed by your hand, then I suggest wedging something against the assembly to remove the free play, and at the same time use the wedge to aim the head light.

 

If no free play, then simply use the 8 MM socket on the adjuster to raise or lower up and down.

If you are in the salt belt odds are that when you place that 8mm socket onto the adjuster you will just strip out the plastic adjusting nut and accomplish nothing other than getting agrivated.  Been there done that. 

 

I now need to pull the whole headlight assemble to fix the stripped out part to be able to adjust my headlights. 

The 95-96 headlights have a plastic hex stuck on the end of a metal rod that sticks out of the back of the housing and the hex part always breaks off.

 

If your headlight lenses are cloudy or yellow use a polishing kit on them to get the lens clear and you will be able to see much better at night.
