Will the liftgate off of either a 1996 or 1998 outback fit on a 2000 outback?

Don't know for sure, doubt it, as the car bodies are not the same.

No, it won't. You need a gate from a 2000 to 2004 legacy wagon or outback.

Colour options changed for the 03 and 04 years, so you won't get one in that range that colour matches, but it will fit just fine.
