I am stumped, the engine is not overheating. Photos of the dash attached.

Replacing the temperature sensor may fix this. Also check the condition of the wire at the sensor.

Thank you John.  Is the temp sensor at the back of the engine underneath the air cleaner?  I'm seeing various locations google searching for ' 99 Forester Temp sensor location.

Your pic is upside down. Fix that and you won't be stumped anymore ;)
