Help, the passenger side headlight head light housing  is about 2/3 full of water. I guess it's remove, reseal, and re-install. Does the bumper front cover  need to be removed? Thank you.

no, you should not need to remove the bumper cover..

 

grille, most likely will need to be removed

actually for an 06 I do think the bumper cover comes off to get headlights.  Since they eliminated the small removable panel just below the lights.  The bumper skin includes the grill too.

 

I would buy a new fixture.  That year range is known for problems with this.
