Main and fuel relays latching on and off

I bought a 1999 legacy GT 2.5 limited, looks to be in descent shape, needed electrical work and had no keys.

 

I have removed the ignition switch repaired the wire going to the starter and I’m able to crank, I have spark, fuel pump works, don’t have a Neil tester for the fuel injector, and wont start.

 

I hear what sounds like relays latching and unlatching every few seconds. From the scamatic both main and fuel pump relays get there signal from ECM,

 

I looking for suggestion as to what to try to get it started. thanks

The relays are cycling in response to the test mode connectors being plugged in. There will be a set of green connectors (two pin but with only one pin used) under the steering column. Unplug them. They should remain unplugged for normal operation. This is not related to your no-start.

That fixed the cycling relays, I will try to start in a bit.

No start as you said, so when I bought car, no keys and the security module was missing, ive boughten a security module for it, now the alarm goes off when I open the doors, I have since removed it. Currently I am looking at the alarm system could that be the source?
