This is a 1988 Subaru XT6 and the power steering is not working.

 

I have already checked/replaced both the power steering pump and the power steering pump electronic control unit.

 

What else could possibly cause the power steering not to work? Is there a sensor somewhere on the steering column that controls the on/off of the power steering pump? I imagine it feeds the control unit.

does anyone know how many volts are supplied to the Power Steering Relay on an XT6? The relay might be bad but I just dont know how many volts it takes.
