how do i set the throttle position sensor?

Just bolt it on and plug it in. Just aline the sensor with the shaft.

Ok with a .31mm or .0122 feeler gauge between the throttle stop and the throttle lever. Rotate the tps switch untill you get continuity between pins a & b (the top 2 pins of the 4 on the switch plug). Tighten the adjustment bolts. When you open the throttle all the way, there should be no continuity.

so it it more of an on off switch than a variable resistance one?

yes, basically. i took a couple apart when adapting an XT engine into my GL10 and it has a wheel that sort of cams a switch between two closed positions and an open spot in the middle, hence the three wires (on mine at least), and the need to have it zeroed somewhere.
