on an ea82 hitachi carb, the screw you can get to from the back side of the carb, its right in the throttle bracket that the throttle cable hooks to..

 

i adjusted it and it didn't do a thing.. just wonderin what its for...

that sounds like the high-idle adjustment screw, if the car is warmed up, it won't do a thing
