Fuel Gauge Sender question

How do I get to the fuel gauge senders? I know that they are behind the seats of my 95 Legacy wagon, but there is a board above it with 2 fasteners.

They're not screws, so screwdrivers won't take them out. I'm afraid to pull and break them - anyone?
