I have a 91 Legacy w/o air bags. The steering column tilts, but only locks into place at the lowest setting. Not good if I gain weight! Anyway, has anyone encountered this before? Can it be fixed, or do I have to replace the column? Thanks.

I think you need to look again. I made this mistake with my old Legacy. The thing you are pulling is the "easy entry" facility that lifts the steering wheel all the way up.

 

There is a separate black lever for setting the height.
