I live in California where I plan to put a 1995 2.2l into my 1997 Outback. Does that pose a problem for getting it smogged?

Hi,

 

Have you tried asking the DMV? I know, it's a pain. The other option is to call up a referee station as they would (should) be extremely knowledgeable about all things smog-related.
