The parking brake on my 1998 Legacy Outback doesn't work. How do I troubleshoot this? If anybody has pictures to go with their explanation, that would help a lot.

the cover around the handle will come off,there is a adjustment under the handle,if this is ok look at cable,pads.

i should have mentioned that on 4 wheel discs,the parking brake is actually shoes inside of the rear rotor,these are adjustable at the wheel also.
