Does anyone have detailed instructions or a link to installinga power steering pump for a 2000 Subaru Legacy Outback, do I need to flush the fluid as well?

I don't know about detailed instructions, but i'd say just pull the old, put in the new, and fill the new one till it gets between the lines, you won't have to flush it unless you really want to, the pump's design is self bleeding.

I don't know if a gasket is involved with the PS pump, but i don't think there is one.

 

As far as the bolts, snug, but you don't have to hang from the ratchet.

The longest strecth of the belt should have a total deflection of 3/8 of an inch. Too loose and the belt will slip; too tight and the accessories bearings will have a hard time.
