Climate Control Fan Woes

I have a 98 Outback and the fan only runs in #4 posistion or full blast. From the looks of the crappy Haynes wiring diagram it looks like it is not a fuse or relay problem, because obviously the blower is working in full blast. So through deduction I believe it to be the resistor pack has gone bad, and would like to know if anyone knows what type of resitances I should have if I ohm it out through the connector, and also the location of the resistor pack.

It sounds like it's the resistor pack. It's located in the evaporator box, which is behind the glove box.

I had this happen with one of my Civics. I lost the lowest fan speeds (1 and 2 I think).
