Windscreen Washer Pump Not Working

Just recently bought an 04 Impreza GX and the window washer pump doesnt seem to be working - basically nothing sprays out. As I am far from a car guru I just had a question. On the pump next to the water tank is there meant to be a fuze there? I have taken some pics for you guys to see what I mean - cheers :)

That's the electrical connector. Look for the plug, it should be close by, just two wires. You have no power to the pump. The tank is pulled for maintenance, like changing the plugs. They just did not hook it back up.

Yep the connector should be right there in that area. Those contacts look nice and clean unlike mine that look pretty corroded.....another thing I noted, at least on '96 Legacy is that you have to push the button at the end of the wiper lever there to make the washers squirt although the lever seems to indicate you should pull it toward you. It does move in that direction but doesn't do anything; pressing the button makes the front squirt.
