Hello, I just got my buddy's dual caburetor hatch. He was at 4400ft elevation and I live at 430ft...how do I adjust the carbs for that?

Jets is one thing for sure. But the other thing you want to keep in mind is whatever adjustment you do to one you want the exact same adjustment done to the other. In other words if your idle screw is two turns in on one you want it two turns in on the other. That goes for the mixture screws too. Make sure to get them turned in the same on both. It might actually make sense if you can to use two screwdrivers and adjust them at the same time but never having run dual carbs i cant say what would be the easiest way to adjust them.
